Summary: See (a) which states that public

records must be open for inspection but the custodian of the records may make rules regarding the inspection of records and for the protection of records.

Wyo. Stat. § 16-4-203 (Wyoming Statutes Annotated)

School district records; right of inspection.

Summary: See (d) which states that the custodian of the following records (among others) shall deny the right of inspection unless otherwise provided by law. See (d)(ii) adoption and welfare records, (d)(viii) certain types of information in school district records, and (d)(ix) library records, except a custodial parent or guardian can inspect the records of his or her minor child.
